BSR International Maritime Advisory was founded by Thierry Beisser, a former French Navy officer and former senior officer of the French Maritime Administration, now working as an independent international maritime consultant with more than 40 years of professional experience combining operational, legal, administrative and technical cooperation expertise.

🇧🇯 Benin (2021 - 2022)
Drafting of 37 maritime regulations under an ENABEL technical cooperation project and in partnership with BEXCOM (Senegal), building on previous IMO institutional assessment missions.
🇨🇮 Côte d'Ivoire (2024)
Conducting of a national workshop on the safety of non convention vessels and domestic ferries under IMO technical cooperation project.

Development of national SAR procedures and operational coordination mechanisms for maritime migration response with CIVIPOL (EU program). Preparation of a SAR maritime exercise.
